The culture of prevention in aeronautical activities is the theme of the round table organized by CESMA at the Aviator’s House. After the welcoming address by General Nazzareno Cardinali, Director of CESMA, General Vincenzo Camporini, moderator of the round table, introduced the General of the Air Brigade Luca Valeriani, Flight Safety Inspector of the Italian Air Force, who opened the conference. General Valeriani spoke about the importance of “
culture of feedback”and therefore “
of the communication of the error”Among those in the field, highlighting that, from 1991, the year the Flight Safety Inspectorate was established, to 2010, there was an exponential increase in reports of flight incidents, despite a significant decrease in the average rate of accidents. The lawyer Anna Masutti, a lecturer in Navigation Law at the University of Bologna, therefore noted that “
the right culture”, understood as a culture in which operators […]
they are not punished for actions, omissions, or decisions they have taken that are proportionate to their experience and training, but serious offenses, intentional violations, or deliberate acts are not tolerated”It is also asserting itself at the European level, as demonstrated by the recent Regulation 996/2010. Then, General Antonio Pilotto of the Air Force intervened, representing the National Agency for Civil Aviation (ENAC), illustrating a specific legislative amendment proposal, drawn up by a technical panel promoted by the ENAC, aimed at integrating the current regulations on air traffic services, precisely through a culture of safety. Dr. Roberto Di Carlo, representing the National Agency for Flight Assistance (ENAV), in turn, recalled the importance of the ’Reporting System“ as a tool for the prevention of flight accidents, while Dr. Antonio Fojadelli, Prosecutor of the Republic of Treviso, emphasized the difficult balance that exists between the technical investigation aimed at preventing accidents and the judicial investigation, which instead aims to prosecute any possible illegal conduct.
Attorney Massimo Giannuzzi, of the State General Bar, in this regard, called for greater communication between the judiciary and the operators of the aeronautical sector. Finally, Dr. Bruno Barra, President of the National Association of Air Traffic Controllers and Assistants, reiterated the importance of “just culture” by highlighting that, within the international organization “Eurocontrol”, a “Just Culture Task Force” was even established. The conference concluded with the intervention of the Chief of Staff of the A.M., Air Force General Giuseppe Bernardis, who, welcoming “
Extremely favorable are the suggestions and reflections that emerged during the conference.”He expressed his gratitude to the Supreme Council of the Judiciary,“
for the demonstrated willingness recently to foster the desired and fruitful synergy between the military and judicial systems, allowing magistrates to participate in specific conferences, seminars or courses on air navigation services and related matters; contacts have already been initiated for the implementation phase in relation to these events. In fact, in-depth knowledge of this delicate sector allows for more comprehensive and balanced assessments of the responsibilities attributed to individual operators, a need that is acutely felt today not only within the Armed Forces.”.
