The JAPCC conference, a NATO Joint Centre of Excellence, dedicated to the theme of future multi-domain operations and the Alliance's Command and Control processes, took place in Germany. North Atlantic Treaty Organisation (Joint Air Power Competence Centre) titled Shaping NATO for Multi-Domain Operations of the Future. Chaired by the Commander of NATO Air Forces, USAF General Jeffrey L. Harrigian (in his capacity as Director of the JAPCC), the conference was attended by a broad representation of the Alliance's military leadership. Structured over two days and dedicated to four areas of discussion, the event featured contributions from Air Division General Francesco Vestito on the subject of “Cyber Operations,” and Air Brigade General Aurelio Colagrande, representing the Chief of Staff of the Air Force. The event, which also included participants from academic, diplomatic, and civilian circles, represented an important occasion for discussion on a highly topical subject: defining the multi-domain context of future operations, its enabling factors, and, in particular, optimising the Alliance's command and control processes.
Italy is one of the sixteen nations that are part of the JAPCC (Joint NATO Centre of Excellence), established both to deepen topics on “Air and Space Power” and to provide effective solutions to the political-military “decision makers” of NATO. In particular, the JAPCC is the Alliance's only CoE (Centre of Excellence) that studies “Air Power” in its many aspects, with a Joint (“inter-service”) vision, contributing concretely to the development of NATO doctrine, the study of future projects in various sectors (Air Combat, Air Operation Support, C4ISR & Space) and supporting, where requested, NATO's various exercises with its experts. Nine Italian Officers are currently employed at the JAPCC in Kalkar (five belonging to the Air Force, three to the Navy and one to the Italian Army), including Air Brigadier General Giuseppe Sgamba, who holds the position of Assistant Director of the JAPCC.
