On Tuesday, September 9, the leadership of the’Territorial Technical Office (U.T.T.) of Naples, of Directorate of Aeronautical Armaments and Airworthiness (D.A.A.A.), between Colonel Luigi Borghi (outgoing) and Colonel Alfredo Nastasi (successor).
The ceremony, presided over by the Deputy Technical Director of the D.A.A.A., General Inspector Pietro Paolo Traverso, The event took place at the Aviators“ Hall of the ”U.Niutta” Air Command at Capodichino, in the presence of the staff of the U.T.T., representatives of the regional and provincial Military Authorities as well as those located at the airport base, the aeronautical industry and the relevant University institutions.
It Colonel Luigi Borghi he extended a warm greeting to all the guests present and thanked the women and men of the UTT of Naples, “Professionals from the Ministry of Defense, for the shared path, in which they not only worked together, but also shaped a vision, addressing complex challenges with competence: the ability to combine technical rigor with the depth of thought, courage, the ability to change, to question established habits, and heart, as well as attention, silent dedication, the ability to see not only the task, but the person: thanks to these three characteristics, it was possible to redefine the organization of the entity, making it leaner, more coherent, closer to the changing reality, achieving concrete progress in military research, with impetus for projects that combine innovation, strategy and a vision of the future, and raising the standards of safety at work, not as a mere compliance with regulations, but as an affirmation of an ethics of responsibility that puts the person at the center.”Finally, Colonel Borghi wished the new Director immense and further satisfaction in leading the Agency, ensuring continuity in leadership and making changes where necessary to provide full support to DAAA and the various arms of the Defense, Industry and University sectors.
It Colonel Alfredo Nastasi He expressed sincere gratitude and great honor to the Superior Authorities for being appointed to the prestigious position of leading the UTT of Naples, whose roots, despite the transformations of time, coincide with the very birth of the Air Force and that, due to the specificity of its mission, represents an essential link between the Defense sector and the national industry. In thanking the outgoing Director for the invaluable wealth of experience passed on to him through the passion found in his collaborators, he assured that the UTT of Naples will continue to fulfill its role with the same dedication that its history attests. Colonel Nastasi guaranteed “Constant commitment, a spirit of sacrifice and total dedication, to offer clear, safe and transparent guidance, fostering a serene and cohesive work environment”, and finally thanked the families for their support and constant support.

The General finally expressed his thoughts to the representatives of industry and the academic world, for whom the UTT in Naples is a reliable technical partner, “able to guarantee clear rules, safety and quality, as they are indispensable partners for fostering innovation, research and industrial capacity, demonstrating together that Defense, industry and academia are not separate worlds, but parts of a single system that works for the safety, development and future of the country”.
The Technical Territorial Office of Naples, established in 2001 following the closure of the Directorate of Aeronautical Construction and the Technical Supervision Offices (U.S.T.), ensures the drafting and execution of contracts for the acquisition of weapons systems and equipment related to national and international programs and agreements.
Among the institutional tasks are the provision of continuous surveillance of industries within the territorial jurisdiction through the Government Quality Assurance Service (A.Q.G.) and to support the D.A.A.A. in the certification activities of the Maintenance Departments and industrial organizations in accordance with the airworthiness standards.
The Office has long established, as the first in its kind, the process of issuing permits nationwide, on behalf of the D.A.A.A. Aircraft Maintenance Licenses (MAML – Military Aircraft Maintenance License).
They are also managed, on behalf of the higher-ranking bodies of the Ministry of Defence, Contracts under the National Military Research Plan with public entities and companies, aimed at the development of new-generation weapon systems and equipment.
