The handover between General B.A. Lupinacci and General B.A. Agrusti took place in the presence of the Chief of Staff of the Air Force, General S.A. Vecciarelli. The Flight Safety Inspectorate was established in 1991 and is commanded by a Major General or Air Brigadier General, who reports to the Chief of Staff. The Inspectorate's mission is to study flight safety issues and issue directives concerning the prevention, investigation, and legal aspects of military aircraft accidents. The Higher Institute for Flight Safety, established in 1995, reports directly to the Chief of Staff and is chaired by the President for Flight Safety, who is also the chairman of the interministerial committee for flight safety. The institute consists of the training and dissemination office, which is further organised into the “training and courses” and “flight safety review” sections. The institute ensures the training of military personnel and those belonging to state bodies operating in the flight safety sector at a national level. It also carries out publishing activities aimed at promoting a culture of “flight safety” through the publication of the flight safety review.
