In accordance with Article 10 of Legislative Decree No 33/2013, the Ministry of Defence has adopted a three-year Programme for Transparency and Integrity to ensure an adequate level of transparency, also based on the guidelines drawn up by the National Anti-Corruption Authority (Article 11, Legislative Decree 150/2009), to ensure legality and the development of a culture of integrity.
In the spirit of the norm that intends transparency as total accessibility of information concerning the organisation, of indicators relating to management trends and the use of resources for the pursuit of institutional functions, and of the results of measurement and evaluation activities, the Programme has been implemented within the reality of the Department, favouring those sectors of the organisation and those procedures that have direct relevance for external users and those activities that relate to the performance of services or the exercise of public functions that affect the legal standing of citizens as such.
Therefore, the objective scope of the document mainly refers to the technical-administrative area, which includes the General Secretariat and the General Directorates that carry out activities related to development programmes and contracts for the procurement, disposal and transfer of armaments, as well as the legal, economic and disciplinary affairs of military and civilian personnel, and the Offices directly assisting the Minister.
