“Difesa Servizi S.p.A.” has been awarded the contract to market services relating to aeronautical meteorology. Present at the ceremony were Air Force General Claudio De Bertolis, Secretary-General of Defence and National Director of Armaments (SGD/DNA), Army Corps General Armando Novelli, Chairman of the Board of Directors of “Difesa Servizi S.p.A.”, Air Brigadier Luca Goretti, Deputy Chief of Staff to the Minister, and Air Brigadier Giacomo De Ponti, Head of the General Office for Airspace and Meteorology (USAM) of the Air Force General Staff.
With this agreement, signed by Air Force Corps General Roberto Corsini, Deputy Chief of Staff of the Air Force, and Eng. Lino Girometta, Chief Executive Officer of “Difesa Servizi S.p.A.”, the Air Force has granted the aforementioned company “the mandate for the promotion, support, enhancement and invoicing of activities connected with services provided to third parties in the meteorology sector, pursuant to Article 535 of Legislative Decree 15 March 2010, n. 66, and Ministerial Decree 10 February 2011, laying down the articles of association of the company “Difesa Servizi S.p.A.”, as well as the regulation of the relative obligations between the parties”.
This agreement, which implements the Service Contract entered into on 7 July 2011 and governs the relationship between the newly established “Difesa Servizi S.p.A.” and the Ministry of Defence, comes a few months after the agreement which entrusted the same company with the financial management of a number of plots of land and building roofs used by the Ministry of Defence, for the purpose of improving the energy efficiency of military sites”. “Following the initial results gathered after identifying a portion of the real estate on which to develop solar energy – began Honourable Crosetto – This agreement will allow us to enhance the services provided to third parties in the Meteorology sector. I thank the Air Force for what it has always done in this area, but now the responsibility of maximising the potential of a quality service passes to Ing. Girometti and Gen. Novelli, who will have to make the most of the “talents” that the Air Force is today transferring to Difesa Servizi S.p.A. “Through the signing of this Convention – commented Eng. Girometti – We will begin to monetise a service that the Air Force has always provided, but has never had direct returns from. As a first step, we will therefore begin to make available to the Air Force the revenues generated by this activity. […]. Secondly, we will try to increase the user base for this service, seeking to optimise revenue for “Difesa Servizi S.p.A.” and, ultimately, for the Italian Air Force. Activities that, in agreement with General Novelli, we will endeavour to pursue for a whole series of other assets based on the Service Contract entered into. We say with great satisfaction – continued Eng. Girometta – the collaboration that has always been offered to us by the Minister's Private Office, by Undersecretary Crosetto and by all those in the Air Force who have contributed to achieving objectives which, in passing, are “Difesa S.p.A.”. A capillary diffusion of our business, also through the solemnity of this ceremony– he concluded –represents a good omen for the urgent necessity of the entire state sector, and in particular Defence, to develop its own capacity to procure resources independently to be realised in the short term.”. On the same occasion, “Difesa Servizi S.P.A.” and Segredifesa, represented by Mr Tommaso Guastamacchia, Director of Segredifesa’s 6th Department, signed a further agreement concerning the management and invoicing of activities relating to services provided to third parties in the field of meteorology, with the aim of enabling the company to immediately take over the agreements currently in force. The company “Difesa Servizi S.p.A.” was established for the purpose of conducting business activities aimed at the acquisition of movable property, services and related activities strictly linked to the performance of the institutional tasks of the Defence Administration, not directly related to the operational activities of the Armed Forces and, more generally, with a view to maximising the value of assets and activities currently under the purview of the Ministry of Defence and all its departments; The company is placed under the supervision of the Ministry of Defence, which utilises it as if it were one of its own bodies, in accordance with the “in-house“ model, for the purpose of procuring, in accordance with criteria of efficiency, effectiveness and cost-effectiveness, and in compliance with the principle of transparency, of resources for the Ministry of Defence, or for the purpose of containing the expenditure incurred by it. By Decree of the Minister of Defence, in consultation with the Minister of Economy and Finance, on 19 May 2011, the strategic policy document governing the activities entrusted to the company ”Difesa Servizi S.p.A.’ was approved. On 7 July 2011, “Difesa Servizi S.p.A.” entered into a detailed Service Contract with the Ministry of Defence, which provides for the timely implementation of programmes consistent with the provisions and objectives of the legislation establishing the company itself.
