Monday 15th February the handover with Maj. Gen. Lupinacci, in the presence of Lt. Gen. Bernardis, Deputy Chief of Staff of the Army.
General Lupinacci will take up the post of Deputy Head of the General Office for Planning, Programming and Budgeting at the Defence Staff. Colonel Gallo was born in Naples in 1953. He graduated in Law, specialising in public administration, from the University of Perugia. After completing his compulsory military service as a reserve officer in the Air Force, in the Quartermaster Corps, at the Joint Military Telecommunications School in Chiavari, he was appointed in December 1977, following a competitive examination, as a Lieutenant in the Permanent Active Service of the Air Force Quartermaster Corps. He held all the posts associated with his rank, rising to Head of Administrative Services at the 3rd Wing in Villafranca (Verona) and the 5th Wing in Rimini. In 1984, he was assigned to the Air Force General Staff, where, within the 4th ‘Logistics’ Department, he held the post of Head of the Legal and Administrative Advisory Section and subsequently that of Head of the Financial Management Section for the Air Force’s investment programmes. From 1985 to 1993, he also served as a representative on the Financial Sub-Committee of the AWTI (Air Weapons Training Installation) at Decimomannu and a member of the Main Committee for the management of the relevant Technical Agreement, which at the time involved four nations (USA-UK-GE-IT). In 1993, he was assigned to the General Planning Office, Programming and Budget Office of the Air Force General Staff, holding the post of Head of the Financial Control Section and, from 1997, Head of the Budget Management Section and subsequently Deputy Head of the Air Force’s Programming and Budget Office. From 2001 to 2005, he held the post of Head of that same Office. He participated in various joint-forces working groups, as part of activities relating to the Defence organisational reviews of 1997, 1999 and 2002, with particular reference to the restructuring of the regulatory and procedural framework governing the financial and economic planning and management of the Ministry. In 2002, he chaired the joint-services working group responsible for drafting the requirements for the Top-Level Information System and the development of management control within the Ministry of Defence. From January 2002 to October 2005, he held, at the Air Force General Control Office, the post of Head of the Office for the Control of Technical and Administrative Activities and Relations with the Ministry’s Internal Audit Service, as well as Deputy Head of Department within the same structure, whilst retaining his post as Head of the Office for Financial Planning and Budgeting within Department III of the Air Force General Staff. From November 2005 to January 2007, he held the post of Head of the ‘Defence Budget Management’ Office at the Central Office for the Budget and Financial Affairs. From February 2007 to June 2008, again at the Central Office, he held the post of Head of the ‘Defence Budget Preparation’ Office. From July 2008 to October 2009, he was posted to the Defence General Staff, where, within the General Office for Planning, Programming and Budgeting, he held the post of Head of the Financial and Economic-Management Studies Office. Since October 2009, he has held the post of Deputy Head of the 6th Department of the Air Force General Staff. Colonel Gallo has attended, amongst others, the following courses: ‘Introduction to International Organisations’, ‘Civil-Military Cooperation’, ‘Management Control in Public Administration’, ‘Internal Auditing’, ‘Project Management Tools and Techniques’, ‘Organisation and Control of Business Processes’, at the Bocconi School of Management in Milan. He is married and has two children.
