The Italian Air Force advisors have started the first “Personnel Management & Administration” course”
The course, strongly requested by local military leadership, aims to provide basic, uniform, and certified training to those responsible for the day-to-day management of Afghan military personnel. It represents the coalition's response to ensure transparency, efficiency, and cost-effectiveness in the delicate area of personnel administration. Organised and prepared by Air Force personnel, in synergy with Afghan military personnel and coalition advisors, it is also in accordance with the provisions and principles set out by the Ministry of Defence in Kabul, the Afghan Academy, and the NATO Air Training Command (NATC-A). In fact, coalition advisors will attend individual lessons with a role of supervision and guidance, while the teaching will be entirely entrusted to instructors designated from among the Afghan officers themselves, who will thus acquire the autonomy and responsibility necessary to continue the path laid out together today over time.
The course, which includes lectures, practical exercises, and profit checks, will last a total of 6 weeks and will involve 30 SAW military personnel engaged in the study of subjects ranging from the recruitment of young recruits to their training, from performance evaluation to career progression, from administrative acts for salary payment to daily administration (attendance tracking, leave, sickness, absence, etc.).
The course's opening ceremony was presided over by Colonel Saleh Mohammad Abdullah, Deputy Commander of the Shindand Air Wing, Colonel Luca Vitali, Commander of the Italian Air Advisory Team, and Lieutenant Colonel Michael Kardoes, Commander of the 838th Air Expeditionary Advisory Group stationed at Shindand. On the occasion, the Afghan officer expressed words of gratitude for this initiative, emphasising ’the absolute importance of correct and conscious personnel management, given that human capital is always the primary strategic resource of an Armed Force”.
